Island City Tattoos5456 Park Heights Ave, Baltimore MDUpdated 2025

Baltimore has hundreds of tattoo shops. But if you're looking for a black-owned studio where the artists are world-class, the vibe is welcoming, the prices are fair, and the community comes first — there's one name that keeps coming up: Island City Tattoos at 5456 Park Heights Ave.

This is the story of who we are, why we opened, who our artists are, and why Baltimore clients keep coming back. Whether you're a first-time tattoo client or someone who's been tattooed everywhere in the city, we want you to know what Island City Tattoos is about.

A Black-Owned Business Built for Baltimore

Island City Tattoos opened in the Park Heights neighborhood of Baltimore with a specific mission: to build a professional, black-owned tattoo and piercing studio that serves the Baltimore community at the highest level. Park Heights is one of Baltimore's most historically significant Black neighborhoods, and Island City is proud to be rooted here.

Too often, Black and Brown clients in Baltimore have had experiences at tattoo shops where they felt like an afterthought — artists who didn't know how to work on their skin tone, studios where the work on the walls didn't represent them, or environments where they didn't feel welcome. Island City Tattoos was built as an answer to all of that.

Being black-owned isn't just a label — it's a commitment. It means our artists are chosen for excellence and their ability to serve diverse clients. It means our studio environment is intentionally inclusive and welcoming. And it means when you support Island City, you're supporting a black-owned business that reinvests in its community.

Meet Our Artists

Island City Tattoos is home to five specialist creatives — four tattoo artists and one body piercing expert. Every one of them brings a distinct style and area of expertise to the studio.

Ray Tattoos
Cover-Up Specialist • Black & Grey Realism • Large-Scale Rework

Ray Tattoos is Baltimore's go-to artist for cover-up work and tattoo transformations. If you have old ink you regret — a name, a flash piece, amateur work, or anything in between — Ray can turn it into something you're proud of. Ray specializes in bold black-and-grey work and large-scale pieces, with a particular expertise in designing cover-ups that look like original art, not patches. Ask Ray about the $500 half sleeve rework deal — one of the best values in Baltimore for a major transformation.

Cookie Man
Color Tattoos • Portraits • Vibrant Large Pieces

Cookie Man brings vivid, saturated color to life on skin. Whether you want a bold color portrait, a vibrant sleeve, or a large decorative piece that pops, Cookie Man's mastery of color theory and blending produces results that look painted on. Portrait work is a particular strength — Cookie Man captures likeness, emotion, and detail in a way that makes memorial and tribute pieces truly special. If you want color done right in Baltimore, Cookie Man is your artist.

Paper Man Cuts
Geometric Tattoos • Japanese / Irezumi • Precision Line Work

Paper Man Cuts specializes in the architecture of tattoos — precise geometric patterns, sacred geometry, and mandala work alongside traditional Japanese Irezumi. The combination of mathematical precision and artistic sensibility in Paper Man's work produces pieces that are visually stunning from across the room and hold up to close inspection. If you want a sleeve built around Japanese imagery or a geometric back piece that makes jaws drop, Paper Man Cuts is who you want holding the machine.

Never Basic
Watercolor • Fine Line • Dark Skin Specialist

Never Basic is Island City's dark skin tattooing specialist, with a portfolio full of stunning work on melanin-rich complexions. Specializing in watercolor techniques, fine line illustrative work, and delicate botanical or abstract pieces, Never Basic brings a painter's sensibility to tattooing. Clients with darker skin tones who want vibrant, clear, beautiful tattoos are in the most capable hands with Never Basic. Zay
Shop Piercer • Body Piercing • Jewelry Consultation

Zay is Island City's resident body piercing professional. Whether you're getting your first lobe piercing or adding a more complex placement to your collection, Zay combines technical precision with an eye for aesthetics to help you choose the right jewelry and placement for your anatomy. Zay performs all standard and advanced piercings in a clean, professional environment using implant-grade jewelry. Consultations are available for clients who want guidance before committing to a placement.
